Agenda Peregrino: engaging local communities
In Brazil we initiated a stakeholder involvement process with key fishing communities affected by the Peregrino offshore project in order to gain a better understanding of key concerns and priorities.
The aim of the "Agenda Peregrino" involvement process was to open up a channel with the communities to discuss and consider possible solutions to their main concerns relating to the Peregrino development, which lies off the coast of Rio de Janeiro State.
The first phase of the consultation process involved a set of workshops with stakeholders in ten communities within the area of influence of the Peregrino project. The stakeholder involvement process was initiated with the partner at the time, Anadarko. After the first phase was completed, the communities elected a set of representatives to take the dialogue further in an exercise to set the agenda and priorities. After summarising and discussing all of the main concerns raised during the initial workshops, the community representatives ended up highlighting the two top priorities: subsidised fuel and safety.
A follow-up meeting took place in December to respond to the specific concerns raised during the agenda-setting exercise. At this meeting, we committed ourselves to helping the communities address the second concern raised, community safety. Specific actions were agreed, including developing and implementing an offshore safety training course for community members, as well as helping to design and implement an emergency preparedness and rescue plan in the relevant communities.
In parallel, as a pilot, we agreed to provide capacity for building on leadership development in the communities. The aim of this initiative is to empower the communities to engage with relevant state and local authorities in order to take charge of their own development and future.
