Government payments and contributions
Our business generates significant revenue for governments. In 2008, we made total payments and contributions to governments estimated at NOK 198.5 billion.
An estimated 68% of our total payments and contributions went to the Norwegian government. In the rest of the world, an estimated 17% went to Africa, 2% to Asia, 11% to other European countries and 2% to North America. Of this, we paid NOK 139.6 billion in tax on income and NOK 32.8 billion in indirect taxes. Direct and indirect taxes paid in Norway amounted to NOK 134.3 billion. Direct and indirect taxes paid outside Norway totalled NOK 38.1 billion. Based on Production Sharing Agreements, depending on the value of petroleum and the requirements stipulated in the agreements, we also contributed an estimated NOK 23.8 billion towards government finances in three countries - Algeria, Angola and Azerbaijan. And, finally, we also paid a total of NOK 2.35 billion in signature bonuses divided between two countries and nine licenses.
In many of the countries where we operate, the finances that we provide are often the main source of government revenue. If managed well, these funds can be translated into vital services and infrastructure required for sustained economic and social development. However, transparency and accountability in the use of these funds is required to ensure that the wealth derived from energy resources is used to full effect. In aid of this, we publish the revenues, investments, taxes and other contributions that we pay in all countries of operation, and also support the Extractive Industries Transparency Initiative (EITI).
