The new combined heat and power (CHP) station at the Mongstad refinery near Bergen could make it one of the most energy-efficient refineries in the world.
The CHP station will increase the energy effect at Mongstad to nearly 80%. It will result in the facility being self-sufficient with electricity. The Troll A and Gjøa platforms and the Kollsnes onshore complex will also get electricity from Mongstad.
The plan is for the power station at Mongstad to produce 280 megawatts of electricity and 350 megawatts of heat. The total investment at Mongstad (without the European Carbon Dioxide Test Centre Mongstad) up until 2010 amounts to more than NOK 4 billion, and this also includes a gas pipeline from Kollsnes to Mongstad. The CHP station at Mongstad is scheduled for completion in 2010.
The Norwegian government and Statoil have entered into an agreement to construct a full-scale carbon capture facility at Mongstad. As the first stage of the agreement with the authorities, a partnership was established in June 2007 for the European Carbon Dioxide Test Centre Mongstad (TCM). The partnership consists of Statoil, Dong Energy, Vattenfall, Shell and Gassnova SF.
The goal of the test centre is to further develop and test various technologies relating to carbon capture from exhaust gases from the combined heat and power station, and from emission sources at the refinery. The test centre is scheduled to start up in 2011.
Stage II comprises a full-scale facility that is capable of capturing carbon dioxide from both the combined heat and power station and other relevant emission sources at the refinery.
Plans call for a final decision on the size and type of the full-scale facility to be taken in 2016, and engineering and construction work will start immediately afterwards.
As a result of increased energy efficiency, the combined heat and power station will boost and further develop Mongstad's position as an industrial centre. The development of the test centre for carbon capture technology followed by full-scale capture will make Mongstad a forward-looking centre for environmentally friendly industrial activity.
